We saw the need for a unified approach to attract, develop and retain a skilled and satisfied pharmacy workforce. Therefore, we created the ‘One Pharmacy Workforce Model’ to support pharmacists, pharmacy technicians and pharmacy assistants across health and care organisations.

It focuses on:

  • Flexible resourcing.
  • Collective system leadership.
  • Collaboration.
  • Career development opportunities.
  • Sustainable careers.
  • Multidisciplinary team (MDT) working.

The framework

The model captures the complexity of the pharmacy workforce and aligns with national policies.

It operates at four levels:

  1. System level – Building collective leadership across partners to create a shared approach.
  2. Working environment – Promoting integration and mobility while retaining specialisms.
  3. Team level – Designing teams to optimise skills, roles and responsibilities.
  4. Individual role design – Supporting tailored development and growth.

The model incorporates top-down interventions to improve system-wide approaches and bottom-up strategies to help individuals and teams adapt for greater efficiency and effectiveness.
